I've updated the filters in cvs:
   - po2xliff now stores the header in a skeleton (embedded in XLIFF file or
external file)
   - xliff2po can now regenerate the PO file. If no skeleton is present it can
still regenerate the PO file, but without headers.

Also did some major clean-up of the code, so it should be readable now :)

I've submitted a patch to gettext to support adding #: style PO references and
#. style comments, but the patch is not accepted yet, so if you want to
compile xliff2po, you have to patch the cvs sources
(http://xliff-tools.freedesktop.org/files/gettext.diff)
